It is automatically generated by eselect-opengl, which means it does need to be in /etc. It is used to tell Xorg which OpenGL libraries to use, so that it doesn't have to make a bunch of symlinks in /usr anymore. If you aren't using proprietary xorg drivers, then it doesn't actually change any settings. -- Jonathan Callen
