It's not a decision of what is needed, merely the developers' attempt to
give you a decent starting point.

I do use USE="-*..." on one system but not generally. One disadvantage of
using -* is that emerge -uavDN world won't notify you of any new or
altered USE flags, because you have masked them all out. I prefer to use
"emerge -uavDN world" (I have an alias for it) and check the intended
actions before confirming.
