in gentoo:
PMS = Package Manager Specification.

What a gentoo package manager has to be able to do, how it does certain steps 
etc pp. Portage is compatible by definition.

EAPI = afaik ebuild api. Current ebuilds are all eapi = 0. If there are 
incompatible changes to the ebuild structure in the future, this ebuilds will 
use eapi 1, 2, .... it is mostly a sign for the package manager telling it 
how to deal with the ebuild.
