True, but you should run emerge -uavDN world at least.
I just want to state this particular commands are not available if using
unstable portage so I would recommend this for stable after cleaning
make.conf, package.use and world:
emerge --update --newuse --deep --oneshot world
emerge -p --depclean
revdep-rebuild
