Logging out and back in shouldn't start any services that I know of. That is done during the boot up process. Maybe try posting the output of these: /etc/init.d/consolekit status /etc/init.d/cupsd status /etc/init.d/hald status If one or more of those say they are started, they should be starting dbus since they need dbus to work correctly, if you have dbus enabled in your USE flag.
