This is more an issue of bad wording. The first result is the sub-
prefecture with the same name as the town. As one is within the other, it
doesn't really matter which one is returned first, they both get you to
the town.
The real problem is that all administrative areas (countries, counties,
towns, suburbs, ...) that are as a polygon in OSM are returned as
"administrative" which is not really helpful.
