Not so. Organic matter falls every day into the oceans from rivers, and 
no treaty prevents organic deposits. It is not legally "dumping" but 
rather part of a natural process. The residue we deposit would 
eventually end up in the deep ocean, as the majority of carbon on the 
planet has. This is covered ihn the Metzger-Benford paper as I recall 
from 2001.
