Actually, Alvia, the Senate committees are already at work on a bill. Boxer has begun with the Waxman-Markey bill. The general plan is to gut as much of it as is necessary to get it passed, and add nothing. Then the two houses go to a conference committee to find a way to meet "in the middle", which they won't even attempt to do. Rather, they will put all the house stuff back in and add still more. At that point the real question will be whether there are enough Dem votes in the Senate (with a few RINO Repubs) to get Wax and Tax. I suspect there is not.
