Hi All But if you check out http://en.wikipedia.org/wiki/Operation_Popeye you will see that from 1967 to 1972 the USAF flew 2600 missions to extend the duration of the monsoon over the Ho Chi Minh trail.
During a short attachment to the USAF I formed the impression that their technical grip was not outstanding but it is hard to see that they would have gone on for so long if it was having no effect. They only stopped because of an update to the Geneva Convention.
