Cloud seeding to make it snow harder and to increase snowfall over
mountains is a well known process. Wikipedia has an article on it.
Its possible to use planes, blimps and rockets fired form the ground
to seed snow clouds over the arctic. Causing snowfall to increase can
increase the amount of reflected sunlight and keep the permafrost
frozen longer. Thawing permafrost is expected to cause huge increases
in methane and CO2 released into the atmosphere.  I have no idea what
it will cost to keep the arctic frozen this way.
