Ken, Ben, list, Respectfully, I disagree with Ken. Whilst development of the science is important, it is similarly important to develop the deployment capacity (engineering). Salter especially is focused on this issue, as is the SPICE team. It is non-trivial to deploy geoengineering from an engineering standpoint, and there are potentially significant geopolitical implications for the deployment technologies. (For example, balloons are likely to be deployed in different locations to aircraft.)
If we make the mistake of perfecting the science without refining the technology, we may end up with very serious problems in deployment. Typical among these are: systems failures (it doesn't work at all, or works at first and then breaks) - e.g. Space Shuttle underperformance (it doesn't work half as well as it should) - e.g. MS Windows unforeseen effects (it works, but breaks other stuff in novel and exciting ways) - e.g. CFCs massive cost overruns - e.g. Just about anything ever built by the public sector in the history of humanity All of the above are entirely normal for new engineering technology. One has only to look at the space race for examples of this. We don't holiday on space stations, no-one's been to Mars, and launchers regularly explode into expensive metal confetti. We're living in a dream world if we think we can put the engineering on the 'later' pile.
