This has probably been mentioned before but an analysis of various techniques 
for MCB was published in the last few days by Royal Society.

The most energy-efficient technique to get the spray particles up was the 
Raleigh jet. I’ve seen videos of Rayleigh Jets online but can’t imagine how 
this would look like in a ship. Is this still, more or less, like the 
Lantham-Salter ship design? 30 MW per ship seems like a very energy-intensive 
load although a nuclear aircraft carrier is almost 200 MW…
