This SRM problem can be addressed   with bettter geograpic accuracy from 
the bottom up, than the top down- the authors  seem to have overlooked 
Kerry Emanuel's  exmination of  the parallel possibilities of altering 
hurrricane track SST's and hence storm intensity  by modulation of sea 
surface albedo
