This is just a more expensive variant of the papers from Songjian Zhou and
Peter C. Flynn, they use submarines instead of snow-guns.
Zhou, S., & Flynn, P. C. (2005). Geoengineering downwelling ocean currents:
a cost assessment

*Climatic change*, *71*(1-2), 203-220.

They don't produce "icebergs", but "sea ice".
Might be better not to fill all the space, but to let holes in between the
hexgonal sea-ice puzzle structure, in order to enhance longwave radiation
from the ocean to the space, as ice acts as an insulator.
