No you don't have to use ArcInfo. I have a utility to reproject polygons in 
the Power Toolbox.

You could also import the polygon itself into a geosoft database, reproject 
it, export it, then edit it to make a polygon file again. That's what I 
used to do until I wrote the polygon projection utility. It's a pain, but 
doesn't take that long.
