geos_c.h.vc appears to be staticly committed into SVN, hence it is not picking up the version information from above. Editing it to have some replacement macros and making it a .in file might be the thing.

Did you run autogen.sh ?
Version is in configure.ac, then goes to configure, and finally
goes into the geos_c.h file.

I shouldn't have to because configure, et.al should be rerun and
recommitted after each release, right?

Not committed (./configure should NOT be in SVN), but
./autogen.sh should be run before 'make dist', which should
give you the new version.
