Labeling does not seem to continue to display once the feature symbology is

Labeling does not seem to continue to display once the features, themselves,
are told to go away. When using two sld's, one to render labels at all extents
and features to a minimum extent and one to render ONLY features beginning at
the first layers minimum extent, the labels will not appear from the first
layer once it's feature symbology goes out of context.
