Configuration drops feature types is the datastore cannot connect

Try the following:
- configure a couple of feature types from a postgis connection
- make it so you cannot connect anymore (close postgis, change the connection
params)
- apply/save
The feature types are gone. The current validation in the catalog is a good
idea, but it should not throw away invalid layers.
