Talking with Frank Warmerdam at FOSS4G I got a suggestion on how to enable ECW
support in GeoServer without risking license violations.
Basically, we build the ECW GDAL drivers as a GDAL plugin, and distribute only
the GDAL part, without the ECW libraries.
For windows users, we ask them to go and download the ECW binary sdk, for linux
users we tell them to download the source one and compile it.
By building the GDAL driver as a plugin, GDAL will look if the libraries are
there, if they are not, no problem, the plugin just gets disabled.
