Some people already have some sorts of a catalog subsystem that already has its
own UI and suits their needs. Given that Catalog is now an interface, we can
allow an extension point, if anybody plugs in a jar implementing a different
catalog, that gets picked up instead of the current one.
In that case, we should probably disable the configuration UI, or have a method
in the catalog interface that allows the implementor to say that a certain
catalog is not meant to be r/w
