Afaik it's not even an extension, it's still in unsupported land, and we don't ship with it at all (http://geoserver.org/display/GEOS/Latest). There are procedures to follow to make that an extension (eat your own dog food exercise), that is, show that there is enough test coverage, have a maintainer, and ask the PSC about moving the module (not sure if there is anything else, but we have a page somewhere in the wiki).
