Fix For: 1.7.x
Allow setting templates to be used in KML by namespace as a fallback when
featuretype-specific templates are not found. The search process should look
in these places, using the first template it finds:
featuretypes/store_type/template.ftl
namespaces/namespace/template.ftl
featuretypes/template.ftl
<geoserver built-in default template>
