The addition of a map entity to the catalog / configuration. A "map" represents
a virtual server, a set of logically grouped layers. Each layer being a
published resource. A resource being a feature type, coverage, etc... A layer
contains all the metadata related to publishing: styles, wfs namespace, aliased
name, declared schema, etc...
A map controls the resources available to a service. So when the client
specifies a map in a request, the server only sees the layers that have been
configured as part of that map.
For backwards compatibility purposes, a "Default" map which provides a view of
everything (more or less the way it works today) can be provided. This default
is preferably controlled by the administrator.
