Fix For: 2.0.x
Breaking xml configuration persistence into granular bits, rather than
monolithic files. This allows us to save only the parts of configuration that
change. This coupled with an event based notification of changes, rather an
entire apply cycle (old ui) should provide a much more scalable approach to
persistence.
