Fix For: 1.7.4
One tab for the configured layers, one tab for the unconfigured ones, as a
convenience.
Should be available only when the datastore is fully configured, not when
adding it.
The unconfigured one should behave pretty much like the layers page "add new
layer" drop down, whilst the configured layers should pretty much behave like
the "layers" page, but pre-filtered on the current store, without the add drop
down, and maybe without the workspace and store columns, which should be
obvious ones in this context
