startup.bat doesn't like pathnames with spaces

When using the "OS independent binary" build of GeoServer in Windows, startup 
is achieved through the startup.bat.  This file looks to environment variables 
for its path locations, however it does not seem to handle spaces in paths, 
bombing out when it encounters a path with spaces.

I think this file should probably be rearchitected, or at least synched up with 
startup.sh (which I'm guessing probably has been given more love recently).
