Justin, I have created the PDF docs following the procedure documented in the release guide. http://docs.geoserver.org/1.7.x/developer/release-guide/index.html It is worth noting that the user guide is almost empty, because most of the content has not been ported from 1.7.x. There were also markup warnings I will email you the zip (I do not think I have the credentials the upload it).
