Justin, I have created the PDF docs following the procedure documented 
in the release guide.

It is worth noting that the user guide is almost empty, because most of 
the content has not been ported from 1.7.x. There were also markup warnings

I will email you the zip (I do not think I have the credentials the 
upload it). Please review the contents.
