The validation requires an URL, URI can be much more general
http://en.wikipedia.org/wiki/URI_scheme#Generic_syntax
First, check if XML Schema or WFS makes specific restrictions on what a
namespace URI can be, if there is none just make a validator that builds a new
URI(path) and catches URISyntaxException
