Hi, DDS/BIL are always requested in EPSG:4326. I am not sure what is involved in making a service i GWC but the high throughput required by worldwind will definitely benefit from using GWC. I have completed the test cases for the wwformat module and it should be ready to be promoted to an extension, at least I know how to write more tests and make it more robust.
