Yep. You are specifying a schema.

The issue is that users do try to use the oracle datastore without specifying a
schema, which results in an exception if they try to use a table outside of
their default schema.
The reason it isn't affecting you is because you are specifying a schema.

Incorrect. As it stands you can choose not to specify a schema when creating
the Oracle datastore.
