I have never actually seen that document let alone run geoserver as a 
dyncamic web project. Most developers usually just run the way as 
described here:

http://docs.geoserver.org/trunk/en/developer/quickstart/index.html#run-geoserver-from-eclipse

So you might be on your own.

That said the error message indicates to me that the geotools libraries 
are not on the classpath.
