The process for getting commit access involves creating a codhaus 
account and applying to join the geoserver project.

This is documented here:

http://docs.geoserver.org/2.0.x/en/developer/policies/comitting.html#community-commit-access

Once you have signed up let us know (include your codehaus username) and 
one of us will grant the request to join.
