Justin, I tried it out and does not work for me either.
I do have the h2 extension active, but the thing is, the workspaces
in that data dir are an external that picks from
https://svn.codehaus.org/geoserver/branches/2.0.x/data/citewfs-1.1/workspaces

which uses a postgis database, not an H2 one... so if the PostGIS
database of the citewfs-1.1 configuration is not up and running, boom.
And if it is, well, you're testing against PostGIS, not against H2.

Btw, I'm a bit surprised the CITE instructions do not tell people to
use PostGIS for everything WFS... I guess the rationale is that the
WFS 1.0 tests cover PostGIS enough?
