wmsLayers can be configured with expiration rules for clients (resulting in
propper http response headers) and server side expiration rules (resulting in
tiles being re-seeded *on demand* if time elapsed since tile creation exceeds
the configured time).
Embedded tile layers can't do that yet, so make it happen. Additionally,
embedded layers could/should default to the GeoServer layer's "Response Cache
Headers" configuration, if set.
