The control-flow module allows throttling of service requests.
To do so, requests should go through the GeoServer Dispatcher.
GWC's wms-c, tms, and wmts tile requests don't do that.
Make it so that GWC tile requests can be configured in control-flow.properties
and engage properly into Dispatcher.
