Yes, please set up Victor with all the permissions he needs. The purpose 
of this exercise is to ensure that entire process is documented and 
clarified, end-to-end, including the credentials needed to perform a 
release. The actual release itself is a secondary goal.  :-)

Victor will no doubt end up with a few stubbed toes (sorry Victor!), but 
the process will in future be easier, and we should be able to choose 
any random developer without release experience, set them down in front 
of a guide, and have them make a flawless release. A smooth and easy 
process is essential to the new time-boxed release schedule. The end 
goal is that Andrea, Justin, and Jody need do nothing but say "let it be 
done".
