It's very intermittent.
Compare the term "labelling" (my original search that identified this).

For 2.3.5:
http://docs.geoserver.org/2.3.5/user/search.html?q=labelling - there's a
huge wall of results.

For 2.4.0:
http://docs.geoserver.org/2.4.0/user/search.html?q=labelling

Two results, and neither is the page called "labeling"!
