Initial testing: 1) Mac DMG was created - yay! Testing worked fine, unable to select other formats in layer preview (sigh) 2) Windows 7 testing. Installed with manual option, short cut does not work (class not found on startup). Tried running startup.bat via CMD failed due to data director permission. Tried running startup.bat via CMD "as administrator" and it worked! Tested layer preview in IE and got my first clue about layer-preview formats - IE "prevented" the application from opening a pop-up. Allowing popups for localhost:8080 restored the layer preview functionality. So good enough, maintenance release is not downloaded very much anyways, going to kick it out the door.
