Hi Jukka,
I'm still on the users-list for the next few days, after that I lose access
to my account and will have to subscribe from the new place I guess.

Anyway, testing 6245 is fairly easy (I don't have access to a GeoServer any
more and my internet is an underpowered netbook this week!).

To test:
1) Load WMS getCapabilities
2) Find a Legend size - one that's not the default (so not 20*20).
3) Go to the linked URL for the legend.

The image returned should be size stated in the getCapabilities. When last
I tested it, it wasn't.
Weirdly, if you remove the width & height parameters from the URL it will
be though.
