It should be helpful to support WCS 2.0 requests without setting the Workspace name in the coverageId parameter.
With this improvement it should be possible to do requests like /geoserver/wcs/ows?request=GetCoverage&service=WCS&version=2.0.1&coverageId=BlueMarble&&Format=image/tiff, where the workspace is defined in the request URL.
If the workspace will not be defined, GeoServer will return the first Layer found with that name.
