Hum... I've been banging my head on the keyboard for some time now to get
GeoServer build on Windows (dev
wise the platform is basically abandoned, everybody seriously working on
GeoServer has Linux or OSX),
but still, this one is new, haven't seen this error... may it be related to
your default locale?
Do you have the full stack trace?

That's an old and deprecated way to skip tests, -DskipTests is the
replacement since a few years ago,
with this one it should work
