Hmmm, I still find it difficult to understand your point.

If you are using JDBCConfig, the catalog .xml files become meaningless, are ignored and changing them never has any effect. There is no difference there whether you are using jdbcstore or not.

As far as I see it, changing a config resource with the REST API or on the file system is identical.

Yes and no, and imho this should be clarified.

With the data directory we have a clear position, if one modifies the xml configuration files on disk, nothing happens, GeoServer will not notice, unless a reload is forced or it's otherwise specified (e.g., control-flow
configuraton file, or other flies that are under a watcher).
However if I reload I have a guarantee that the config file changes will be picked up

But if you have JDBCConfig and JDBCResourceStore then things become somewhat more complicated... the xml config file is saved in the resource store I assume, but I assume JDBCConfig will not notice at all,
since it has its own database, and thus a "reload" will do nothing...
or will it be notified and will change the config db contents?

If you don't want to get into those details I'm happy to just have a statement stating that changing a config file has an undefined behavior, and then have some docs to warn the users of that.
