As with all similar objects (such as Workspaces, Stores, Layers), "Create
Style" is an option from the Styles list page. We choose the format from
the following page, using the format drop-down. This is the same as what is
done currently, it is the CSS Styles page that has unconventional behavior.

I think keeping the upload and copy functionality is a good idea.

For showing the SLD, I think a link to the getStyles REST endpoint would be
a good idea, and have already noted that in the GSIP.

A base map may be valuable, although there is already functionality to
select what layer you want to try your style on. If we do add support for a
basemap, it should definately be able to be disabled (and should probably
be disabled by default). This will help avoid confusion or obstruction
between the basemap and the style).
