Hi Nuno,
yes, the situation is confusing, but fixing it might do more damage than
leaving it be, unless it's done very carefully.
Since the current behavior allowed to setup these cases, I would not be
surprised if there is more than one data directory
out there having conflicts like the ones you've described.
If checks are added:
- they should not be running during startup/reload, or upgrades will
become impossible
- someone might rely on that for some reason, maybe best to have a way
to turn them off
