step 8 and 9 seem to be suggesting to import all the projects including community and extensions. Even doing mvn eclipse:eclipse -Prelease does not have any effect or if you choose the release profile under the Advanced Option. So following step by step, actually dominos into loading a lot of snapshot code from GeoTools as well, in my case there was some problem with the gt-webservice dependences in Geotools which ended up breaking the whole geoserver development environment. Only way was to first build geotools and then geoserver.
