Actually - the windows installer needed a fix on the geoserver side also.

Can we backport this and re-tag 2.23-RC1 please? With the change to Java 11
it is not the kind of thing I want to see tested for the first time on
2.23.0.
Release candidate is primarily about sorting out build / release kinks
after all.
