Is that everything that needs to be done? As far as I know there is much more 
complexity than just adding a new node.
A scalable soution should hide all the complexity.

This is in part why there's a geoserver docker image.

You can create identical geoserver instance and add them or remove them 
on-the-fly from a cluster.

It would be nice if Geoserver could be seen as a "service" provided by big 
known cloud providers like Microsoft and Amazon that support seamless 
scalability.
Like they do with open source database PostgreSQL.

GeoServer is just an application; so you can choose any cloud hosting option 
and install and run the application yourself. Of course if you wish an
