Thank you for the input and those are good strategies on how to proceed.

After further talks we have discovered the system may not be as utilized as we 
were led to believe originally. After some review of network activity, we 
decided to switch it off to see what would be affected. So far no one has 
complained so we may not have to proceed with an upgrade and in fact just 
decommission the instance.

GeoServer 2.10 is so old that I doubt anyone knows what would happen. I'd 
strongly recommend to upgrade to GeoSever 2.25 as soon as possible,
if nothing else, for the numerous security fixes that were applied in the 15 
releases separating them...
And yes, I get that might take a while, and that you should do it carefully 
with good testing with the existing client apps, but really, you should 
schedule this activity.

For the database upgrade, can you just create a copy of the database, upgrade 
the copy, and point geoserver to it, to see if it works?
