udig (http://udig.refractions.net/) can export SLD styles.
qgis (http://www.qgis.org/) can too.
The styler application (demo at http://suite.opengeo.org/styler, out of
service at the moment) that is part of the OpenGeo Suite can create SLDs
"live" in GeoServer (as soon as you hit save they will be publicly
available).
You can also try the CSS community module, which generates SLD files - see
http://docs.geoserver.org/stable/en/user/community/css/tutorial.html
