GeoServer doesn't have any native support for WMTS at this point, you
can use GeoWebCache (/geoserver/gwc/service/wmts , only support KVP) and
configure layers manually (in <GEOSERVER_DATA_DIR>/gwc/geowebcache.xml)
so that they're not really cached.
However, this was mostly implemented against one of the last drafts of
the WMTS standard, and no real clients were available. So this still
needs some testing.
Out of curiosity, what client(s) are you intending to use?
